This guide says it scores on milligrams per jar and price per milligram, so here is that arithmetic, done from figures we read off each brand site on 23 September 2026. One-time prices, because a subscription price is not what you pay on a first order. The cents-per-milligram column is ours, not the brands'.

Why the Pain Relief Cream has no figure. Medterra prints one price, $59.99, above a selector offering two strengths. The page does not tie the price to a strength, so we cannot tell you whether $59.99 buys 500mg or 1000mg — and we will not guess, because the difference is the whole comparison. It is the same problem we ran into with CBD American Shaman's tinctures. Ask before you order.

Three caveats we would rather print than hide. Medterra does not print a container size on the 2000mg cream, so that jar wins on cost per milligram but we cannot tell you its milligrams per ounce. Soul's buy box was showing an automatic promo code well below list on the day we checked; the figure above is Soul's list price, because promo codes rotate and list is what you can count on. And CBDfx's $49.99 is a genuine one-time sale price against a $79.99 regular — at regular price the same jar is 8.0 cents per milligram, the dearest here.

The 0.4mg Container Cap Covers Creams Too — and No Jar Here Publishes the Number

Almost everything written about the federal hemp rewrite has been about gummies and drinks. The statute is not written that narrowly. Section 781 of Public Law 119-37 replaced the old delta-9-only test with a total-THC test and added a quantitative limit on finished products, and our standing wording for that limit is deliberately careful: 0.4mg combined total per container — covering total THC plus other cannabinoids the FDA is required to list as having similar effects, a list the FDA has never published. A container is defined in the statute as the innermost wrapping or vessel in direct contact with the product. A cream jar is a container.

This guide's own FAQ has told readers for months that full-spectrum topicals contain trace THC. What it never said is that the trace is exactly what the new federal limit measures. Jonathan Miller, general counsel of the U.S. Hemp Roundtable, put the scale of it plainly to Harvest Public Media on 17 September 2026: "Even the vast majority of non-intoxicating CBD products have more than 0.4 milligrams of THC per container."

So which of these jars clears 0.4mg? We cannot tell you, and neither can the labels. None of the four topicals we re-priced on 23 September 2026 publishes a per-container total-THC figure in milligrams anywhere we could find it, and we have not checked the remaining jars on this list. Brands publish spectrum words instead: CBDfx prints "broad spectrum" and "ND-THC" on its cooling cream, Soul's FAQ says its products are CBD isolate containing zero THC, and Medterra prints an ingredient list naming hemp extract without a spectrum label on the 2000mg cream. Those are the brands' own words, not lab results. The only document that answers the question is a batch COA reporting total THC per container, and reading one is a skill worth ten minutes — our COA guide walks through it.

The practical read. If a zero-THC result matters to you — a workplace test, a personal line, or simply not wanting to think about the December rules — a CBD isolate topical is the only version of this product with a structural answer, and Soul states an isolate, zero-THC position for its products in its own FAQ — the second-cheapest jar in our table. If you prefer full spectrum, buy it understanding that the compound full-spectrum buyers are paying extra for and the compound the 0.4mg cap measures are the same molecule.

On the date, we hedge on purpose. Section 2019 of Public Law 119-103, signed 2 September 2026, delayed most of section 781 until 11 December 2026 but expressly carved in one category — cannabinoids a cannabis plant cannot naturally produce — which stays on 12 November 2026. Reading the subclauses, we think products whose THC is naturally producible sit on the December date, and that is our reading rather than settled law: serious law firms land on both sides, and so do the states — Illinois has published November, while Minnesota and Rhode Island have published December. Several states bite in November through their own statutes regardless. Plan for 12 November and treat 11 December as upside. Milligrams Per Jar, Not Per Label

A 1000mg jar spread across three ounces is a very different product from 1000mg in a one-ounce tube. We compare strength against jar size, then work out the price per milligram.

Texture and Absorption

The jars that get used are the ones that sink in. Anything that leaves a greasy film or needs two minutes of rubbing gets marked down no matter how strong it is.

Scent and Lab Work

Lab Testing: How These Brands Compare

A topical is rubbed on and forgotten, which is exactly why the paperwork matters: you will never notice an underdosed jar the way you would notice an underdosed gummy. What we look for is a batch-level certificate of analysis, tied to the batch number on the jar in your hand, from an ISO 17025 accredited lab, with a date on it.

CBDfx is best in class here and it is not close. Per-strength, per-batch certificates with batch numbers and dates, and an archive running from 2020 to the present. Medterra publishes batch lookups by QR code and claims ISO 17025 accreditation, and openly discloses that it does not test for herbicides or glyphosate — a disclosure we would rather have than silence. Soul states a zero-THC isolate position in its own FAQ, which is a claim a COA would confirm. Among brands we carry, Vena has the weakest lab disclosure — a shared folder of certificates with no batch lookup, no named lab and no dates — though it is moot on this page, because Vena makes none of these.
